PERSONALITY: Raine is many things: a teacher, an older sister, a maternal figure, a healer, and a half-elf. All of these play into who she is. Let's go in order, shall we?
Raine is pretty much the lone teacher in Iselia. Every child in the village attends her classes. Even the occasional student outside the village (I'm lookin' at you, LLoyd). Oh, and she's not just "Miss Sage", "Miss Raine" or just simply "Teacher". She's called Professor. She's kind of a big deal. She is an intellectual, constantly thirsting for knowledge, then passing that knowledge onto others. One of the titles she receives in-game implies that she enjoys that, too. She also fascinated by magitechnology, just about anything scientific, and most of all, ruins. When one of these things REALLY sparks her interest, she goes into a frenzied "Ruin Mode" where she completely loses her cool in excitement over what triggered her Ruin Mode in the first place (or anything related).
Her being an older sister and a maternal figure go hand in hand. A good part of her life has been spent taking care of her younger brother, Genis, starting when the two of them had been abandoned... and keep in mind, this was when Genis was an infant and Raine was only eleven years old. After being sent through the Otherworldly Gate, Raine spent five or six years wandering Sylvarant, trying to find a place to live... while at the same time, taking care of an infant. She never really had time to play "big sister"; she's been the only maternal figure that Genis has known. She is very protective of him--and to a degree, relies on him when it comes to domestic work. She's not afraid to discipline Genis (or Lloyd) and she has a tendency to correct Genis (and Lloyd) should they misbehave; this is typically done with a slap to the back of the head or a kick.
Raine, being a healer in canon, can be very hard on herself if she fails to save a life. This can be seen when she fails to save Governor-General Dorr with her healing artes, and the deep regret she feels afterward. She hates this and will attempt anything to change it.
The one thing that affects her personality the most, however, is the fact that she's a half-elf. Raine is not very trusting of others and very cautious. She prefers to approach things realistically and worry about the long-term consequences of the actions of her and others take in contrast to Lloyd's idealism and acting on impulse. Major examples of this are when she cautions against intervening in Cacao's execution in Palmacosta and is hesitant to heal Sheena in Luin. A lot of this distrust stems from the betrayal she feels towards her mother and the general mistreatment of half-elves. Raine is cool-headed but sincere; she says some fairly harsh things to Lloyd because she knows that "he will overcome them." (Though, by the end of the game, she does seem to be attempting to get over these trust issues).
TL;DR: She's cool, calm, and intelligent, with a caring side, some mild trust issues, and a huge fascination with ruins.

THIRD-PERSON SAMPLE: Regardless of whether or not you'd just saved the two worlds and helped unite all of Aselia, advocating half-elven equality was a difficult task. Ozette, Sybak, and Meltokio were likely going to be the worst, and Raine knew this. That's why she had intended for her and Genis to avoid those three cities at first. There was a certain method to Raine's ideas, all erring on the side of caution.
You never knew what sort of people would be out there, after all. Genis mostly did various writings talking about half-elven equality; Raine did most of the public speaking. That was what came easiest to her, being a teacher.
She had just finished one of her speeches. A glance to the sky told her it was quickly approaching sunset. She decided it would be best if she made her way back to the inn, especially since it would take quite a walk. Genis was supposed to meet her back there, since he had spent the day about town, restocking various supplies and whatnot. On the walk back, Raine received jeering words from various naysayers about her speech previously. They stung, but... they weren't unbearable. She was above retorting with a rude comment back. It was pointless to argue.
There WAS one thing she missed about teaching in Iselia, though. She wasn't going to have papers to grade back at the room in the inn.
